Декан факультета международных отношений и востоковедения Киргизского национального университета имени Жусупа Баласагына, кандидат исторических наук Эсен Усубалиев принял участие в международной научной дискуссии, представив доклад на тему «О роли Ирана в формировании нового мирового порядка».

В своем выступлении декан предложил рассмотреть тектонические сдвиги в глобальной и региональной политике, спровоцированные недавними военно-политическими кризисами на Ближнем Востоке. По оценке докладчика, ответные асимметричные действия Ирана на внешнюю агрессию обнажили уязвимость американоцентричных альянсов безопасности и продемонстрировали пределы возможностей традиционных «сверхдержав». Главным сдерживающим фактором и залогом устойчивости Тегерана стала уникальная национальная промышленная, научная и военно-технологическая система, ориентированная на импортозамещение и инновационные решения.
Особое внимание в докладе было уделено связи между контурами будущего мироустройства и переходом к новому научно-технологическому укладу. Эсен Усубалиев подчеркнул, что контроль над критическими технологиями (такими как искусственный интеллект, микроэлектроника и квантовые вычисления) сегодня становится главным критерием государственного суверенитета. В формирующейся структуре макрорегиональных научно-технологических зон (Западной, Китайской, Российской, Индийской) Исламская Республика Иран претендует на особое место.
В заключение докладчик охарактеризовал Иран как «независимый системный балансир» в треугольнике Россия — Иран — КНР. Обладая идеологической самобытностью и высоким технологическим потенциалом, Иран выступает незаменимым научным, военно-техническим и логистическим узлом Большой Евразии, без которого невозможно выстроить стабильную архитектуру безопасности в Персидском заливе и запустить ключевые транзитные маршруты, включая коридор «Север — Юг».
Dean of the Faculty of International Relations and Oriental Studies Esen Usubaliev Delivered a Report on Iran’s Role in the New World Order
Dr. Esen Esenkulovich Usubaliev, Candidate of Historical Sciences and Dean of the Faculty of International Relations and Oriental Studies at The Jusup Balasagyn Kyrgyz National University, participated in an international academic panel, presenting a comprehensive report titled «The Role of Iran in the Shaping of the New World Order.»
In his presentation, Dr. Usubaliev provided a profound, realist analysis of the tectonic shifts in global and regional politics triggered by recent military and political crises in the Middle East. According to the presenter, Iran’s asymmetric response to external aggression exposed the fundamental vulnerability of American-centric security alliances and demonstrated the limitations of traditional «superpowers» claiming global hegemony. The report highlighted that Tehran’s resilience is deeply rooted not only in its ideological foundations but also in a highly specialized national industrial, scientific, and military-technological system optimized for import substitution and innovative structural adaptations.
Special emphasis was placed on the nexus between the contours of the emerging world order and the transition to a new techno-economic paradigm. Dr. Usubaliev underscored that control over critical technologies—such as Artificial Intelligence (AI), microelectronics, and quantum computing—has become the primary benchmark of state sovereignty and geopolitical leverage. Within the developing structure of macro-regional technological zones (comprising the Western, Chinese, Russian, and Indian spaces), the Islamic Republic of Iran occupies a distinct position.
In his concluding remarks, the Dean characterized Iran as an «independent systemic balancer» within the Russia–Iran–PRC geopolitical triad. Due to its size, technological advancement, and ideological authenticity, Iran resists becoming anyone’s satellite. Instead, it functions as an indispensable scientific, military-technical, and logistical hub for Greater Eurasia, essential for regional security architectures in the Persian Gulf and the execution of vital trans-Eurasian transport routes, such as the North–South International Transport Corridor.
